Why pagefaulting with 4GB Ram and max usage is under 1GB?

With new built system with 4GB RAM and 'nothing' running, Task Manager shows Explorer continually page faulting. The max RAM usage shows at under 0.75 GB. Is it truly swapping stuff out to the disk? If so, why should it be happening with all the spare RAM available? Thanks Deek
