I need to know if there is a way to make Windows 2000 server assign more CPU power to a specific application. I know this can be done in Linux and Unix, but I don't know if there is a plugin or third party app (or even a Windows setting) that will let me do this in 2000 Server.

...have admin rights when not logged into the domain. Why is this? Are there any ways to fix this?
