Many preferences are now in the Windows registry. To reset your Photoshop preferences you can hit Shift-Ctrl-Alt upon startup.

It is questionable as to how helpful this is to photoshop users, in fact is is useless!
Hold CTRL and SHIFT down and select HELP/ABOUT PHOTOSHOP.
