    blue is not really blue

    I am a web designer and find that when I create graphics in Corel Draw and Photopaint for the web, I can't get blue. It is either too dark, like navy blue or if I use cyan instead, it is too green. How do I get the blue of this page in Corel? I suppose it is a setting that I am not familiar with.
