If I have an instance of IE open and minimized....and I click on a saved shortcut to a web location on my desktop....this location populates the already opened instance of IE.

Do you have to have a digital signature (cert) from a Verisign/Thawte etc in order to test the operation/functionality of an ActiveX / .cab on the internet ?
-Brian
Two questions:
1. Does not having a digital signature affect the proper functioning of a .cab installing and running of program in a web test environment ?
2. Any vendors other than Verisign offer digital signatures for downloadable .CAB's ?
Thanks...
