WHEN IN WORD 2000 CAN I CONTROL THE SCROLLING SPEED?

When I minimize a program it doesn't appear on the taskbar (Win 98)
When I minimize a program it doesn't appear on the taskbar for Windows 98. When I do a CTRL+ALT+DEL it shows the program is running but there is no way of bringing up the program because it is not on the taskbar. Rebooting does not solve the problem.
