    framework install fails - oserv unavailable

    installing 3.7 on win2k I get a failure as shown below. The oserv is running and a telnet can connect to it but odadmin, odstat etc. fails. Any help appreciated as I've been going round in circles. BTW I've put an entry in the hosts file and run wlocalhost too...
