    I Need to be Admin to Use USR Modem?

    I installed a USR5699B modem on an XP HOME OS. I have 3 accounts; 1 with Admin and 2 User Accounts. I can use the modem just fine when logged in as Admin. But I get an error message when logged in as a User that "I need Adminstrative Rights" to use the modem??? On my friends computer...
