Can a user using Outlook 2000, Exchange 5.5 synchronize Outlook using a high speed internet connection instead of a modem when the user is out of the office? Thanks

We have Exchange 5.5 SP1. A few users freeze for about 30 seconds while typing, usually replying to messages. One froze while doing a spell check, had 64% resources free. Any ideas?
