my pc wont shut down by itself.

having problem with getting links to come up....they are blank
i am running windows xp, ever since the hoax with the teddy bear, i did delete it before knowing it was a hoax. I am unable to click on any links as in (http, or play any games as in pool.) Please help me if you have any sugestions. thank you- mnblondegal
