    IIS throttle does not seem to work

    I configured a server to throttle at 1024kbps and connected via HHTP to download a 34MB file as a test. The test shows as fast as the windows file copy at 100 mbps. Is there something other than the obvious IIS setting?

    I have a user who has a password on the screen saver and it seems to go away about every week or two. No pattern can be found, the machine is SP2 and has been re service packed.
