ORA-12705: invalid or unknown NLS parameter value specified

Cannot load module libtermcap.a(shr.o).
maybe this time i will ask a reasonable question that has an answer. need to install libtermcap.a (i think) and i can't figure out where it is. perhaps it is not on CD1 but why would it not be? of course "lslpp -w libtermcap.a" tells me nothing, even on a machine with it. it should... -
