    Outlook Express Won't load Address Book

    I am running Windows XP Pro. My emil program was working fine. I had a power failure, and when I rebooted my address book in Outlook was missing. I found the error saying msoe.dll was missing. I re downloaded it, but still cannot open address book. Can anyone give advice that might correct this...
