1 - some telcos reject CLID if it does not match database for you - example - dialing local 7 digits - telco is looking for 10 so they send default. or 4011 is not in DID range.

Yes IFC need to be NI2 and RCAP = NDS on the T1 that goes to PSTN
However, you need to corrdinate with telco as they need to allow name in and out or just in.
If they do not allow and you send a name (rcap=NDS) call may be rejected.

you also indicate RCAP has NDS -I would guess IFC = NI2?
To pass name to PSTN - IFC has to be NI2, RCAP with NDS, and PSTN has to be provisioned to allow send and receive of name.
If PRI - Turn on DCH messages.
On the outbound setup message you will see any outbound CLID you are sending. If it does not match what called party is seeing, talk to telco.
On inbound setup message, if telco is sending you CLID you will see it. If they are not, again - call your telco provider...
Since you are not getting incoming CLID, most likely you are not sending CLID either. This could be because of one of the following reasons:
Calls are not placed over a PRI
No CLID pass thru agreement with your telco provider
CLID sent is invalid (since you are not recieving CLID I dought this...
when you 1st login to PBX, it shows what TTY you are using. Print TTY by doing the following:
