I had similar experience on a test lab, unfortunately not the same routers.
Anyway, The scenario was between two 2600 series routers. Where r1 was providing clocking to r2, it seemed to give the same scenario you described.
Admittedly r1, had a 'router to a stick' layout configured to it...
Sorry Burt & uncle, the config for TP2 was slightly incorrect.
So I'll post it again, as it includes Burts idea. Though I've not set an IP address on the SVI, yet traffic is passing fine.
Just as I've got one thing sussed, my Frame relay scenario has decided to fall over. I think its an option...

I'm not sure what context you're using the ACL 100 for, but I believe it won't work as its been placed under a permit statement;
access-list 1 remark INSIDE_IF=Vlan1
access-list 1 remark SDM_ACL Category=2
access-list 1 permit 192.168.0.0 0.0.0.255
access-list 100 remark SDM_ACL Category=2...
