If the machine is part of a domain (or better yet if you can make it one) you can lock it down completely with Group Policy.
I do this for a few of the machines in our warehouse. Stops the guys from breaking Windows every 5 minutes.

Group policy doesnt apply to domain admin accounts unless you specifically tell them to.
If it *is* supposed to work do a "gpupdate" from the run box and this should refresh the group policy settings.
