As usual, it was something obvious.
The share permissions had an entry for my "regular" account with full control access. It also had an entry for "Everyone" which explicitly denied all access. The entry for "Everyone" was overriding my account.

DN 231 is assigned line 092 (Appr&Ring)
DN 232 is assigned line 093 (Appr&Ring)

Why not just configure a 3 day lease time in the scope properties and manually delete the old, unused leases in the active leases window?
I don't think rebuilding the server is the way to go. It's a bit drastic just to clean up junk leases.

In short, it's never a good thing for a machine to have a gateway of set 10.0.0.1 when the correct gateway assigned by DHCP is totally different - especially when those settings override what DHCP assigns.
