Phoneman2 wrote an awesome FAQ back in 2003 that showed people how to write a vector so the system will speak back to you with the extension you're calling from (great for analog ports, and older digital phones that didn't natively display your number on the screen)...
FYI, several Avaya certs recently expired for existing firmware, meaning they had to be upgraded prior to the expiration date. I believe IPSI's were on that list. May want to check with your vendor to see if that's whats causing the issue.

Yes, this is all SIP. Both inbound and outbound. Those SIP adapters/converters sound like crap. We used to deploy the Audiocodes 118 and it was OK, but always sounded like an analog line (unclear).
This is all-SIP.

Its supported on the system in 5.0. You can flag the trunk to support PAssertID, which allows it to send the actual SIP info and the "show THIS number instead" flag with different data. It will pick up your Nsi5132411010 string (or whatever number you use) for the asserted ID.

Knowing both Option-series Nortel and Avaya, I know what you're looking to do.
Depending on the release of the system (pre-4.x or 4.x), you'll be looking for Least Cost Routing or Auto Route Selection.
Pre-4.x will be LCR (4.x will be ARS), and its a nasty way to do NARS/BARS (nortel speak)...
