...involved it looks like a Symantec Storage Foundation port but it is not on of the documented ports (of which there are many)...

...Do you have DCs in the 192.168.0.0 site?
If not do the DCs in the 192.168.1.0 have routes to the 192.168.0.0 site and do they get responses to ping.

If you look on the server (SMTP logs) are these messages sent repeatedly from the PC or are they sat in some retry queue on the server being reprocessed?

You could just grant yourself full access to their mailbox and then open it under a different Outlook profile and create a rule that way.

Beyond that the recreate idea may be the only route forward.

Are they trying to send using Outlook or OWA?
It might be a client related issue if they are using Outlook.

...you are describing are typical of mass volume mail and would not surprise me.
What's you box you are running this on, how many users do you have etc?

It very much depends on what the server is doing and how much RAM & Swap you expect it to use.
What will this box be doing and for how many users?
