    I had similar setup in one of our maintenance shop . End up sacrifying one VOIP phone and use its speaker wire connected to a self amp horn . Paging works ok , even thru the wireless bridge . We did this on a 1616 phone as well as on a Nortel 1220 SIP .

    Check on your IPO system status, under resources and see on available VCM's . I think if you have a combo card, each will come with 10 VCM chan.

    You might want to use public-unknown to manipulate it on the trunk side , if you can break the PRI into smaller chunks/groups . If you use any 3 rd party such as redsky, you have to enter them into its own database
