I had similar setup in one of our maintenance shop . End up sacrifying one VOIP phone and use its speaker wire connected to a self amp horn . Paging works ok , even thru the wireless bridge . We did this on a 1616 phone as well as on a Nortel 1220 SIP .

What we did is to provide 2 button . One for park on D100 where user has to enter the zone ( blame that on Avaya kludge ), On he page , we just use a short code and program it on another button . Note that all the button progamming is done on the handset as doing thru the IPO manager is not...

Your 7316es will work with Avaya IPO providing you buy the right card or ext module for them. Of course you do not get all the old features but...

You might want to use public-unknown to manipulate it on the trunk side , if you can break the PRI into smaller chunks/groups .
If you use any 3 rd party such as redsky, you have to enter them into its own database
