It obviously means that at some moment PBX doesn't have enough resources of digital signalling processor (DSP) card and, by that reason, can't handle another call, that needs such resources.

Then change the INSTALLER's password to something complex.
Your password must have at least (summary):
- 3 uppercase letters
- 3 lowercase letters
- 2 digits.

Try to change it to STUN if you don't have a fixed external IP-address. And check again network settings of the PBX.
I had absolutely the same issue after updating to v.9.
Sorry, but I can't remember just now, how have I fixed it.
Try to deregister your Mobile softphones in the PBX trough Forced De-Registration option, delete old SIP-accounts, reboot your PBX and create accounts again.
