Several issues may be encountered when installing or using the System Administration and Diagnostics Database Programming software on the MiVoice Office 250 System.
This knowledge base covers the most common issues with a problem description and resolution.
Environment

Database programming hangs at 40 percent and stays at 40 percent.

RESOLUTION
Right click on the lower left windows icon, click Apps and Features, scroll down and click Microsoft Access DB Engine 2010, select Modify, and run the Reinstall or Repair option. Choose the Reinstall option. This should take less than 1 minute. After the reinstall, try database programming.
If a popup window appears that db programming is running, close out any active database programming windows and try again. Task Manager can be used by right clicking on the taskbar at the bottom of windows, going into Task Manager, scrolling down, check for any MiVoice Office 250 Session Managers running. If any, right click the MiVoice Office 250 Session Manager and End Task. Once all MiVoice Office 250 Session Managers are closed, run the repair reinstall again as explained above. This should resolve the issue.
In the case it is necessary to uninstall and reinstall the Microsoft Access DB Engine 2010, the link below may be used to download the 32bit or 64bit version directly from Microsoft.
ROOT CAUSE OF THE PROBLEM
The Microsoft Office 365 software does not include the Microsoft Access Database API that is required for database programming on the MiVoice Office 250 system. Mitel has worked with Microsoft on this issue. This issue is not specific to Mitel. Many other programs are affected. If the Microsoft Office 365 software is used on a computer, it is likely windows updates will cause the issue of database programming stopping at 10 percent and the window disappearing. Registry entries for the Microsoft Access DB Engine 2010 are changed to 2016 during windows updates. A repair or reinstall of the Microsoft Access DB Engine 2010 is necessary to restore the registry entries. Information from Microsoft is found in several knowledge base articles. A link to one of the articles is below. The Microsoft recommendation is also to repair or reinstall the Microsoft Access DB Engine 2010.

PROBLEM DESCRIPTION (2 problems resolved with resolution)
An error pops up Facility_ITF error when installing the System Administration and Diagnostics software
An error pops up HRESULT=0x80040154]
RESOLUTION
Uninstall the current version of System Administration and Diagnostics. Uninstall the Microsoft Access DB Engine 2010 and any associated plug-ins. Install the MiVoice Office 250 version 6.3 SP7 software from Mitel Online Software Downloads. This should fix the issue.
If the facility_itf error still appears, download and install either the 32 or 64 bit build of OpenSSL - Win32 OpenSSL v1.1.1p or Win64 OpenSSL v1.1.1p
NOTE - Be sure to use the Win32OpenSSL-1_1_1p.exe or Win64OpenSSL-1_1_1p.exe version. At the time of this article the version to use is version p, and Not The Light Version.
The 32 or 64 bit versions have to match the version of System Admin and Diags installed on the programming pc.
If the System Admin and Diags installed is 32 bit, download and install the Win32 OpenSSL v1.1.1p.
If the System Admin and Diags installed is 64 bit, download and install the Win64 OpenSSL v1.1.1p.
The OpenSSL software can be downloaded from
https://slproweb.com/products/Win32OpenSSL.html
The Correct Version To Use = Win32 OpenSSL v1.1.1p (54MB Installer) for 32 bit System Admin and Diags Installations
The Correct Version To Use = Win64 OpenSSL v1.1.1p (63MB Installer) for 64 bit System Admin and Diags Installations
If the issue still continues, uninstall the current version of System Administration and Diagnostics. Uninstall the Microsoft Access DB Engine 2010 and any associated plug-ins. Download and install the MiVoice Office version 6.3 SP4 (6.3.8.105) System Admin and Diags, then download and install the 6.3 SP7 (6.3.109.0) System Admin and Diags.
ROOT CAUSE OF THE PROBLEM
The root cause is still under investigation. At this time it is believed the OpenSSL libraries when updated received a name change and version change. This is why manually installing the OpenSSL version 1.1.1p clears the issue.
