installing new certificate

I have this laptop on which I browse to a website. The website will then ask me chose the certificate and then select it and then it lets me to the site.
But for some reason on another desktop, it doesnt even prompt me to chose or accept the certificate. Hence, it doesnt let me to the site. The problem is only on this desktop. There was a problem before on the same and I was told that the certificate was changed with no luck.
Please advise.
