Go to the tools menu and then down to "Options", check the "Delegates" tab, that is probably where the problem lies. If the ex-assistants name is there - then that is what is causing the NDR.

Consider building an account for the meeting room\resource and then:
Oulook, Tools Menu, Options, Calendar Options (on the first Page), Resource scheduling, Decline conflicting
And then share the calendar so everyone can see it.
