Thanks for the help. The problem was the onLoad (which I was using before) wouldn't work with my existing onLoad Preloader. Since I'm using ASP I just made it so it doesn't preload when that page loads, it calls setTimeout instead.
I have created absolutely position divs with submenu content, above the rest of the content with no problem. Because, regardless of the window size the menu is always in the same place.

What code are you using to access your DB? Any server-side code is going to pull the server's date/time with a standard function like Now() or Date() depending on which language you are using.
