I wouldn't recommend restoring the registry if the entire machine itself is not already hosed as well. You could really f- the whole machine up, but sometimes that does work though too. This is why Bare Metal Restore exists.

Are you sure there weren't duplicate tape barcodes put into the library at some point? I don't know how many tapes you have. Guessing

Are these alternate client restores? Are these windows servers?

If your trying to automate how Netbackup allocates tapes..I wouldn't bother. It's easy enough to remove them and eject them form the library and allocate new tapes. I don't see the point in that.

Don't quite know what you need at this point. However, our catalog grew larger than what would fit on a single backup tape. We have a process in place now that backs up our 500G+ catalog daily using a two step process. We still have only 2 catalog tapes defined under the Catalog properties...
