try uninstalling RAS
1. if you still cannot open reinstall ie5 then reinstall RAS
this may work or may not I have been working on this problem for a couple of weeks and I think it has something to do with the DUN upgrade installed by IE5
This is how you unlock the content advisor
run registry editor
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\Ratings
delete key marked "key"
