    why do some users not see hover buttons?

    This is probably too simple. I have some hover buttons on some pages in an intranet website created with FrontPage. Most users see and use the hover buttons, but a few users don't see the hover buttons and cannot use the links to other pages. Could this be due to settings on their browser...
