You can try sysinternals psshutdown. http://www.microsoft.com/technet/sysinternals/Utilities/PsShutdown.mspx I just tested "psshutdown -f -k" on my xp machine, and it forced all apps to close then powered off my computer. You can give that a try on the 2000 machines.
