Check DSEL on outgoing route: If set to VCE might need to be 3VCE to pass to the v mail. If the incoming route to vmail is set to 3 VCE it will reject the call. Just a tought. Try with a 3VCE trunk and see how it goes.

Is it an ACD set? I think by default ACD sets are prevented from transferring an originating call. You can swap but not connect to complete the transfer. Keeps idle agents from setting up a personal LD company.
How about a pretranslation list that restricts a digit but pass's all others,then assign an extension starting with that digit to the King's phone. Not easy since you still have to assign the table to all other phones.
