Try doing the following commands from the command line interface instead:
Wstopesrv
Wstartesrv
If that doesn't work try shutting the TEC Server down and rebooting.
Once the gateway is restarted make sure that you "update resources" across the TMR and do a "Wchkdb -ux" to clean up any bad information.
What I would do is to go to command line and do the following commands:
ODADMIN SHUTDOWN DISP
ODADMIN START DISP
IF that doesn't work. TRy shutting down the TMR fully and then reboot after 2 minutes and then restart the Tivoli OSERV services. Take a look at your "LCFD.LOG" file...

What i would do is this.
Since I am only after the endpoints create a profile manager that is Dataless on the local TMR and then subscribe the individual enpoints to that pm. Repeat this for the inventory PM etc.
