I had this same thing happening to me, CA support helped me resolve. I was told that it was the Job Queue. Trying to remember exact fix.. I believe they had me to stop database engine, close manager and maybe RPC server as well. Then go to the /Arcserve folder and rename the 00000001.qsd folder...
