You can't do anything until you have a program which loads when the PDT boots and accepts your inputs whether with the laser or keyboard.
Contact any company which has ever had software for the PDT and see what you can get from them.

You need to load a program onto the PDT in order to use it for your stock take. The lwp.hex and the like are not enough to get you going.

But the characters you need are always the first seven numeric characters after any alpha, space, or other marks?
Can you extract those by locating the first numeric digit in the middle of the string then taking 7 to the right of that?

You need the Code 39 extended characters to use lower case.
There's a font for it - I've got something called "Free3of9" and it's got both standard and extended versions.
