Got to the bottom of it last week, they had two CMS servers and as ryoung7 pointed out one of the servers did not have the required skills monitored in the rta_geo report. As they did not run them in A primary-HA setup the config was never sync'd and everytime the feed swapped we lost the skills.

Straght forward ms-dos commands. There are plenty of web sites that document them. I wrote this script to help with rolling out new handsets, but I suppose you could write somthing to work with existing files. Let me know what you have in mind and I'll see if I can help.

I spose I just talked myself into the answer. I enabled write and maintenance for filesystem and filexfer in the standard user profile All works fine now.
