Each card slot represents 2 loops. When you respond to XCT with an even loop number (2) it automatically assigns the even loop number to the TDS and the next highest odd number (3) to the conference. You can skip the mfsd part.

Lets get some more information here. Are you restricting all calls coming inbound to this set, outbound calls are for in house only, external, to a single route only??
You can accomplish some of what you want by making the set a hotline set, but need more info.
