Solved a similar problem by using regedt32 and going into HKY_LOCAL_MACHINE under Software/Microsoft/Office and clicking on the directory that is having problems then clicking the permissions tab and adding the user and giving them change or full control on that part of the application. Multiple Print Server Problems
When the NT Print Server is rebooted the DLC port is missing. Expected corrupted dlls on the print spooler so reconfigured a new server and DLC port still disappears.
