I used a batch file to call an app that would do the trick. I placed the file in the login script and it worked on about 9 out of 10 computers. On the rest, I installed it manually. I can email you the script and program if you would like.

I am needing to turn on file and print sharing for an SMS implimentation and I would like to only allow administrator the ability to create shares for security reasons. Is it possible through the policy editor or a registry key?

I think you are right. On my client pc I have three shares - $admind, C$, and IPC$ - They are all there for "administrative purposes and I think that is all needed.
I have made it a habit to check the logs to see if I am getting any warings. I was given an MP warning for IIS before I had it installed and you may be able to solve problems quickly by browsing the site status log for errors
