    Procom connecting to Nortel Meridian

MNEMONIC" is not a bad thing. That is what you would see on a hospitality system background terminal. Hopefully you are also getting a "." prompt. What happens if you enter .PR OP ? Did you try entering LOGI?

remove SDRR to allow calls to go out normally

Could it be that 9 is AC2 and you are looking at the NPA in AC1, or vice versa? Also, do you actually dial 91717508xxxx for a number in your free calling area? Could it be simply NPA 717, not 1717?

    Paging questions

So any phone with a TGAR that does not match the TARG on the route can dial 77 to page.

Allow fire panel to dial out that cannot dial 9 on pbx

Huh? Your analog line provides tone and voltage same as a POTS phone line.

Allow fire panel to dial out that cannot dial 9 on pbx

Can you post the PRE printout and the corresponding SCL's? It seems like something may be wrong with the mapping for XLST 0.

Allow fire panel to dial out that cannot dial 9 on pbx

Yes. You don't need to change anything else. If you hit return on a prompt then it leaves it as is.

Allow fire panel to dial out that cannot dial 9 on pbx

Best way to do this is with Pretranslation. These are the instructions from GHTROUT (RIP). You may want to check to see if it is already enabled on your switch by printing the FTR_DATA in LD 21. Dial Out Without "9" Making it so you don't have to dial 9 on a set - by using the pretranslation...

CS1000 AWU time stamp delay 1~3 minutes

No way to sync time directly between PBX and PMS but, depending on your software and hardware, you may be able to reference both systems to an NTP server. Suggest you start by looking here: https://pbxbook.com/meridian/admin/time_ntp.html If the CS1000 is older then you may have to manually...

    MCR

There is no non-ringing option for a 500 set in the CLS. You would have to turn off or disconnect the ringer. The CS1000 was interpreting your MCNA as NAMA, a totally different feature. So why did it take MCNA? Back in the day, many of the commands were created so that they could be changed...

CS 1000 with PRI NI2 and Redirecting Number Issue

If the originally dialed number is known then the CallPilot voicemail will send the call to the mailbox for that number, even if it is external. "Design intent" as they say. Sometimes the workaround is to add that number as an extension DN in the preferred mailbox. Or you could add it to the SDN...

    outgoing call just dsconnects?

And what happens when you call that number from another line outside of your PBX? If that works then you could try an enhanced trace. LD 80 .entc ll s cc uu hhmm (TN plus duration of the trace in hours and minutes) .gotr (to start the trace) Then try the call and see if it goes out on a trunk...

CS1000 AWU time stamp delay 1~3 minutes

To me it looks like the time is not synced between the PBX and the PMS system.

2250 Attendant Console RS-232 Port - Settings, Commands, IO Reference

I have connected 2250 to a PC running the Attendant PC software. So it works the same as the PCCIU but with a bigger footprint. But I never looked at the details of the serial communication. Guessing it has some proprietary Nortel twist to complicate it but maybe not.
