I have had this problem and still have it - no one is sure what the issue is but check out "Conference Call - white noise" thread I posted a while back.
It has been suggested its a conferencing chip problem.
I am looking to replace our IP office 403 with a warranty replacement but my reseller...

If it is a bad conferance chip - is that easy to replace?
I thought upgrading our 403 from 2.0 to 3.0 might solve this problem.
When I try to create a conference call between three internal phones - pressing the conference button results in white noise.
I have ip403 ver 3.0 DT 16 all up to date firmware but problem existed in 2.1(27)when was loaded...
If I search through the threads for SIP - I see MrIPO said .....
SIP is not supported on IPO 1.4/2.0/2.1 SIP support will come with 3.0
I guess Avaya are the cause of this.
I work in an IT office where the boss wants to go with the upgrade to version 3.0 - mobile office is pushing it and SIPs enablement . Looking at what's new in 3.0 I don't see any mention of Sips so far.
The dealer was waxing lyrical about it.
I think I must of mis-understood.

This is probably not much help but I have the same problem and thought it might be the result of a firmware upgrade.
Conference call seem to work fine when we first put it in but with 1.90? of firmware.
