Open Exchange Administrator Tool
Navigate to the public folder for your site
Click on the root of the public folder
Click on the toolbar properties button.
Click on the Client Permissions... button.
Adjust the permissions as prescribed.
After permissions are configured...
Click OK
Then click...
We've experienced this problem, but the To: line had about 30 addresses in it. The problem was that there were over 254 characters in the To: and CC: lines combined (Microsoft KB 180414). The user ended up creating a persoanl distribution list with all the addresses contained within it.
