Theres the Problem, From the Nortel Compatiablility Chart, R7 MICS and CICS Require NRU 11. With the Following Notes:
Note 24: New map files must be downloaded from Nortel networks support page.
Note 25: With NRU 11 you cannot migrate customer data from releases older than NRU 10.

Its Like the setup of the above post, But This instance you would program the speed dials on the personel phones not the phantom. IE: Each phone can program the Speed dials on their Personnel Speed dials and do the Forward command to each personnel speed dial. IE...
Thanks Curlycord, The Techs got it running like a charm. I was under the influence that the outside caller had access to the Paging itself.... Good to find out it was canned / Recorded messages!

The Customer has been told / heard, that a person calling into the company hits the AA and dials an Extension numer of a phone.... The Call isnt answered, It goes to the voice mail. And there is the possiablility of that...

Your upgrading the Mail with a Partner messaging. The Large Messaging PCMCIA card isnt needed, and not used in conjunction with the Partner messaging itself. The PC card is a seperate voice mail. But what you need to place in the slot of the Partner Messaging...
