problem appears to be with offline files. Disabled offline files via GPO and it works.

Update: Its actually failed. My colleague (cleverly) logged in with an account that had Domain Admins. This has always work for any account with these rights. Even stranger. I'm going to reboot the server now as i didn't do this yesterday. I hoping thats the reason for the FAIL :)
