If you look at your registry in the following location:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Lsa
Authentication Packages REG_MULTI_SZ msv1_0\0C:\WINDOWS\system32\pmnnk.dll\0\0
you see the file pmnnk.dll this is the culprit.
There will be 2 files you need to delete...

There is a timing calibration issue that can cause a divide by zero issue via NDSIS if the cpu is to fast for the version of 98 that you have that could also cause your issue.

Were having the same Issue, I heard someone mention that I may need to reapply Exchange SP4 or run an off-line defrag of the priv and pub databases. I havent been able to take the server down to try it yet but but will as soon as I can.
Just a thought, do the users that can't access the pop3 have different local permissions on the exchange server? At one time we had a issues with only users classified as administrators could access pop3?

Here is the procedure I followed, maybe it will give you an idea to your issue. I was lucky enough to have a copy of this server in a virtual environment to test this before going live with it.
