Not sure, but I believe you've got a typo. MS03-016 is KB Article 815208 (i.e. not ...06).

I believe this healthcare SDK is old. If it requires Jumpstart SDK it must be. Jumpstart Kit was the tool before BizTalk was in Beta. I believe these have both been retired.
I havn't seen a new Healthcare SDK yet...
