If your work machine is in a domain it is very likely the domain admins have this locked down. You should speak with your companies IT and see if do indeed do this. We do not allow our users access to it for security reasons.
If you are using a domain the PDC(FSMO role holder) will be a time server and if the time zone is set wrong the time will adjust to the server time -/+ the offset. I had this issue with an image that had PST time zone set and we are in Massachusetts, so the clock would reset to 3 hours behind...
Actually this is not a Dell issue...The company that makes their mobo's as well as Abit and others use a company for their caps. This company was producing bad caps, messing with things they appearantly did not understand.
