I am running QB 2007 on the TS. Check Designer is the same as Check Soft 2007.

On a Windows box, this option is set to LAN, and the problem exists.

If I understand correctly, the workstation logged in locally is normal speed and logged into the domain it's slow? If so double check your DNS server settings.
Is there a difference between machines on the domain with a group policy and without?

I have a HP Pavillion that automatically boots into recovery console upon power up. Windows never starts to load, and there is no safe mode option menu, even when pressing F8 during startup. There is no media in any of the drives. Any ideas?

You can find a list of the basic services at http://www.ss64.com/ntsyntax/services.html. I know there is someplace on the net to search for services and their descriptions but I don't recall the site. Often you can find this information by simply doing a google.com search.
I have not heard of...
I'm sure you could individually block portions of each site using some third party audit and control software, but I am a fan of "soft blocking" as I call it...

I am not 100% certain on this, but I do not believe a remote dameware connection would be shown )it is not an independent login).
DameWare simply allows the remote control of a local workstation so the login would appear from the workstation rather than a remote source.

I highly reccomend Norton SystemWorks with e-mail scanning. Not sure if it would detect infected e-mails that already exist as it's always caught mine before they were allowed into my PST.
