Messages sent to external hosts bounce before leaving the system

Windows XP DNS issue
The issue was with an old group policy our site administrator had put in to place and forgot about. Apparantly, one of the service packs removed the option to set DNS servers so he wasn't able to view the setting that was taking the machines offline.
