solution that works
-go to regional options in the control panel
-select Japanese as the default language in 'language settings for the system'
before i had japanese selected is one of the options but it was not set as the default.
thanks for the effort tulsaJeff, i'll keep working on it myself and put up any thing i can discover. i don't speak Japanese either, i just have to use it with any graphics tool that can handle it.
