    Iam not a pro,but something it sounds like the issue with the NIC card. I would disable it and enable it and see if it works, also i would try to change the NIC card alone insteading re-installing the 2003 server.

    Did you check to see if the computer is in the same OU as others? The only issue i can think about is some minor configuration changes in GPO. Good Luck
