I have done exactly what you described in many technical manuals and training manuals using the drawing toolbar in MS word. Remember also that you can format a shape to be transparent.

How can I remove "Fill Effects" from a PowerPoint?
For example, in a .ppt I inherited, under Format>Background>click drop-down, choose Fill Effects, the first tab allows you to set the "Gradient." How do I get it off? There is no "clear" button, or option for 'None.
